PUBLIC APPEND-ONLY VIEW
Every issued receipt leaves a public trace.
Entries link the signed payload hash to the previous published entry. A configured RFC 3161 authority can independently timestamp each entry hash, and configured OpenTimestamps calendars anchor it to a Bitcoin block.

The public chain makes unexpected removal or rewriting detectable to anyone retaining a prior head. Full neutrality requires the optional RFC 3161 token to show issued; not configured means Elucora still controls the clock. The API never upgrades that status silently.
